12月10日、寄付月間日本大通実行委員会の賛同企画の一つ、HUG運営ゲームにインド出身のメンバーと参加しました。HUGとは、静岡県が避難所で起こりうる様々な出来事を想定し、避難所運営のノウハウを身につけるために行っている避難所運営ゲームのことです。避難所を模した平面図に避難者の状況を書いたカードを置いていくゲームです。インド出身のSCCメンバー、日本補助犬情報センターの聴覚障がい者と視覚障がい者が参加し、コミュニケーションギャップが生じやすい人たちとのHUGの運営を通して、災害時の避難所で求められるコミュニケーションとは何かを探りました。やはり、日本語を少し話すインドのメンバーとのコミュニケーションには言葉の壁がありました。しかし、音声通訳を使い、英語と日本語でHUGゲームを行ったところ、インド人メンバーは掲示板に英語で情報を書き始め、掲示板は英語と日本語で埋め尽くされました。運営側に外国人が関わることで、無理なく多言語でのアナウンスが可能になりました。また、食料の配給の時にハラールなど食べられない食材を考慮し、多様性、公平性、インクルージョンを意識したシェルター運営のヒントが得られました。参加したインド人メンバーが自分が役に立てたことがうれしいと話していたのが印象に残りました。
On December 10th, we participated in the HUG Game, one of the events run by the Giving December Nihon Odori Team.HUG is the Hinanjyo Unnei Game that Shizuoka Prefecture simulates various events that might occur in evacuation centers to develop expertise in managing evacuation centers. The game is played by placing cards with the situation of the evacuees on a plan that simulates an evacuation center.
The SCC member from India, hearing impaired and visually impaired people from the Japan Service Dog Resource Center, participated and explored what communication is required at evacuation centers in times of disaster through the operation of HUG with people who are likely to have a communication gap.As expected, there was a language barrier when communicating with a member from India who speaks a little Japanese. But we played the HUG game in English and Japanese using voice translation for communication, the Indian member began to write information in English on the notice board and the board was filled with English and Japanese.
The engagement of foreigner on the management side enabled announcements in multiple languages without difficulty. Also, the players considered Halal and other inedible foods in the food allocation and gained tips on how to manage shelters with a diversity, equity, and inclusion mindset.We were impressed to know that the Indian member said she was glad to have been able to play a role in the game.
